For remedying the defects of the present Gaol - the associated system, and overcrowding - there are three courses open:

1st The erection of a Block within the present Gaol and Police Compound, to be fitted with separate cells. The existing Gaol buildings might (a) remain as they are for short sentence convicts, using the separate cells in the new block for long sentence and hardened criminals, or (b) the cells of the existing Gaol might be divided and converted into separate cells.

2nd A Block of sufficient size to relieve overcrowding may be erected on another site. Long sentence convicts might be sent to the new Gaol, and short-sentence men still kept in the old Gaol.

3rd A new Gaol may be constructed on some suitable site large enough to contain all convicted prisoners, sufficient cell accommodation being reserved on the present site adjoining Station for prisoners awaiting trial.

When the Committee met His Excellency at the Gaol, it was agreed that overcrowding of the Gaol might be relieved by a modification of the scheme indicated in my memorandum of 5th June last and shown on the accompanying Drawing No. 1. The following alterations and additions are suggested by the Committee, and are shown on the amended Drawing.
